Under the boating regulations we are required to wear PFD when more than 400m from the waters edge.

www.transportsafety.vic.gov.au/__data/assets/pdf_file/0009/41121/Victorian-Recreational-Boating-Safety-Handbook.pdf (page 61 or search for kiteboard)

I'm not being the fun police. I don't care if you wear life jackets or not. But, if I was in the Water Police I could probably ignore the odd kite boarder without a life jacket. If I saw 25 people in a bunch with no life jackets I would feel obliged to book them if only because Marine Safety would kick my arse for not doing it.

Under marine safety law, you are required to wear a
specified type of PFD when in an open area of
a recreational vessel that is underway based
on the vessel type/length and the type of
waters it is in (refer to table on page 55)

Kiteboard or sailboard PFD type 1, or 2

pFD type 2
A PFD type 2 is a buoyancy vest – not a life
jacket. It will provide less buoyancy than
a PFD type 1 but is sufficient to keep your
head above water. Like a PFD type 1 they are
manufactured in high visibility colours.

well i'll wear my impact vest but that's it

Here are some vest options kitesurfing-handbook.peterskiteboarding.com/gear/buoyancy-vests

I normally kite in my impact vest (Type 3) but will probably use the Type 2 Canoeing version as it has the front pocket (for snacks) and a pouch for a water bladder on the back.
