In the string of numbers I see you've added in an extra 13 where there shouldn't be one.
If you want to look at the much bigger picture, yes, recorded shark attacks show a rising trend since 1948. That statistic is meaningless without controls for greater human population in WA and their increased interaction with the ocean.
Over the period of 52 years from 48 to 2000 WA's population increased by roughly 1.4 million. In the 13 year period from 2000 to 2013 (a quarter of the time) WA's population grew by roughly 800,000 more than half the previous 48 years and most of that growth was along the coast.
I'm not going any deeper into this, but I have doubts that there's any individual increased risk of shark attack and I don't think the drum lining is going to do anything significant.
At the end of the day, if you're too scared to get in the water without having to kill whats in there, don't get in.
