why do windsurfers call kite surfers tea bags?

I always thought it was related to the 'teabagging' that goes on in american prison showers shortly after somebody drops the soap

Are the balding, paunchy, grumpy middle aged men you describe the ones in the front row buying over-priced beer so they can keep drooling over the lissome young ladies?

i think they call them tea baggers because in kiting you sway the kite in and out of the power zone to get your power and this kind of looks like dipping a tea bag i suppose??? but i agree a much better name for them would be dopes on ropes

I live on the east coast of the states and haven't heard it yet. However, I start using it stat. It's probably common on the west coast where most of our beach parlance comes from.
