There are favourite beaches for wave riding, (e.g. Rhosneigr in Wales, and many many others all over the place), and a great many beaches all over the country where gaggles of locals meet up and do their thing.
Our spot (or spots, depending on surf or wind direction ) is Redcar, (typically between 5 to 30 of us on any given day) but the greatest numbers are probably to be found on the South Channel coast.
It's impossible to be precise because most groups are locals, (why travel when it's on your doorstep), though without any territorial attitude.
Windsurfers are definitely more friendly and welcoming as a group except to Jet Skiers! (And Froggies in my case - half of them can't even speak English!!)
