OK a windsurf video to show where windsurfers rule in light winds (from 0:53 onwards). Big powerful waves and very offshore light wind. You can see its light by the windsurfer at 3:18.
sure it's a great video.
but, i kinda struggle to understand the concept of riding this sort of waves with about $ 2500 worth of rig attached to the board. doesn't make sense for a poor bloke like myself. especially @ 0:11. ooouch !
transition from ws to surfing would make a lot of sense.
They are rare conditions, but I think he is able to generate more speed along the wave than a surfer can (using apparent wind created from the wave speed and the offshore wind) to get past those breaking sections.
In the second half of this video he is being towed by a jetski back to the lineup (to save time) but again, he can catch a very fast wave in almost no wind without paddling by using the apparent wind.
