You got it, it's a budget issue. Carbon under sandwich where you push is not a wrong idea for durabilty for me. But don't think glass is a wrong material. Glass is strong have a good strengh/toughness/stiffness ratio, it's relatively cheap and easy to find, only heavier than carbon for same stiffness. I bet you should go with Mark Australia way. Mostly glass to repair. If you want to make a cheap repair, multiple layers of glass laminated with epoxy/micro slurry should work: spread micro/slurry (more or less 50/50 by volume) on foam, lay and push fiber on then add slurry over then an other fiber layer then slurry...repete up to level.
