If people from troubled country should / could agree to give up their freedom for the sake of safety ?
If each individual could carry ID collar that could be accessed remotely by government then where about of every single person will be known.
Those with dangerous intention could be temporary incapacitated.
As horrible as it sounds it could be alternative to be shot, gassed, bombed, starved to death, lost in wilderness in countries like Afghanistan, Iraq, Somalia, Syria, Egypt, New Zealand etc
If "gadget" could be designed by Apple as next generation iColl-ar it may looks and sounds even quite cute.
and incorporate also mobile phone, payment card, music player and radio , GPS and rescue beacon.
