Is this part of the Tamar deep enough to foil? If not is there other locations nearby? I'm moving to Launceston in December and I'm looking for some good sailing spots.

High tide might be the only 'safe' option, but you should sail there normally a LOT before trying to foil there.

Rosey is a b!tch. Tide makes a massive difference. The current is at fastest for the whole estuary at Rosey too.
A 40cm fin is often too much at low tide, so I would suggest it's an unnecessary risk most of the time.

Paper beach at high tide would be a safer option - but only just. Again, you should sail there in different tides to understand the spot. You are talking about a few centimetres at times. At Paperbeach, once you're out in depth from the beach, you should be pretty fine, as the river opens up and deepens (except at really low tides, and close to the bridge). Some really long runs at Paperbeach, and probably a better option than Rosevears.

You might be better to look at Lagoon Bay up at Low Head as well. Al's being doing a bit of foiling up that way.
Port Sorell is foilable on a high tide too, pretty flat.

Kelvo is great! 5 mins down the road from Swansea. But maybe not the best foil spot

I used to sail at Deviot on the Tamar - best in a seabreeze or SE. Be fine for foiling, you launch straight onto deep water

Yeah Dave me too. I remember a few sessions where the tide was going against wind which threw up great waves to jump, but it was a menace when the wind dropped out and you had to make it in against the tide. Had one real long walk of shame there. But good for depth.
