Plenty of places within two to three hours of Sydney. Going north you start with Brisbane Waters, then the Central Coast Lakes, then Lake Macquarie which is enormous. Then the beautiful Port Stephens. You could head up to the Myall, Wallis and Smiths Lakes but its getting towards your three hour limit and may be a bit far for your three hour limit.

Going south there is Lake Illawarra but weed is probably an issue there. Further south there is Jervis Bay that has a numerous locations like Huskisson to sail and St Georges Basin.

For self sufficient camping Myall Lakes could be good. I haven't sailed there but driven by and it looks good.

Have a look on Google Earth and search here for an idea of these places.

I sailed at Wallis lake Last year. Found an AMAZING spot!
Pulled into a small dirt road on the left about 10 mins before green point.
(i think it's green point)
It acutualy had a small building with a sign " wallis lake sailing club"
Not a soul was to be seen for the three days i was there.
It had taps with fresh water, tables with undercover areas, And loads of grass for rigging.
Plenty of palm trees to park the van under. And forster tuncurry is just a 15 min drive up the road. Check it out on Google maps.
But IMHO, Jervis is the best!!!!!!!!!!! North end of Callala beach, Or Huskisson.
Oh BTW, Jimmys beach in Hawks Nest is also hard to beat.

If you want a spot to learn gybes, the boat ramp at Sanctuary Point is a brilliant spot! Waist deep for 500 metres, and 1900 metre runs to the other side in a noreaster. The seabreezes are usually stronger down on the south coast too! Less than 3 hours from the CBD.
