It would be great for jet skiers to be educated on how to use their craft responsibly. However in my experience it is going to be difficult to do so. I once submitted video evidence of a jet skier doing donuts and revving the hell out of his jet ski at Kyeemagh meters off the beach. A representative of the authority talked to the registered owner of the jet ski and it turned out the brother of the registered owner was riding the jet ski that day. No responsibility taken, along with no further action.

I think we must be mindful of our own behaviour at Kyeemagh too. I have been guilty of sailing irresponsibly there, screaming in at full speed towards the beach close to swimmers or doing (attempting) gybes close to the shore. If no one is around this is okay however if there are people swimming in the water we should try to sail at slower speeds towards the shore once we get past the break wall or around 50 meters off shore. It would be terrible to hit a swimmer with a fin at full speed because they were not seen with the setting sun.
