Either start talking specifically to one person who you feel would benefit from windsurfing or grab someone close to you and teach them about windsurfing. And take someone and teach the! Anyone who teaches a new by who sticks with it gets a trophy at the annual NSW GPS ANNUAL BBQ AWARDS DAY!:)

I started teaching my 14yo son in February and he's doing very well he won't stop nagging me to go out even if there is no wind. He's already learned to tack, jybe, beach and deep water start. He's very persistent and I think he is going to be a great windsurfer. I must be a good teacher. I should also mention that he is high functioning autistic and these kids can take things that interest them to extremes.
