If I was on the lookout for the best of NSW windsurfing what places do I need to visit? Looking for conditions ranging from open ocean to flat water.

I am biased for Jervis bay area since I live here:
Gerroa for wave sailing, Jervis bay for bump and jump, Wollombola lake and St. George's basin for flat water.

Yes and there is much more than windsurfing: snorkeling in marine parks, walking, cycling, swimming, surfing. There are 100 beaches in the area.
this a bit further South:

I am biased too - Jimmy's Beach Hawks Nest.
Mobdog says it was listed in an article somewhere once as being world class flat-water.
I guess that was in the formula days though. The wind line is a bit offshore. There can be lulls. Small gear doesn't seem to work to well here.
There is only a few of us that do it here now. Access got hard (impossible for events) when some parking was taken away.
There is a sailing shed in a good rig/launch spot on the grass though, in-roads back in to that could be happening.

Lake Macquarie can be good if you don't mind chop.
Coal Point in a SW to NE. No good for launching small boards in a SSE as its dead onshore with rolling waves and a wind dead spot out the front.
Best in a NE
Valentine for ssw - s.
Budgewoi is good for flatwater speed sailing although the wind doesn't get over 20kts very often.
