Depends on what type of water state you prefer, and the wind directon.
North Broulee beach is a good option for longer runs if a NE is blowing. Gets a bit lumpy in a NE. Quite smooth if a southerly - wind funnels between the island and the headland, but runs are shorter. North Broulee is a popular place for sailors from Canberra. Good for kites as well - no problem with crowding.
Coila Lake, near Tuross, is good in most wind directions except westerly. Rig and launch near the sporting oval. Lake is closed to the sea, so no swell.
My favourite is river mouth at Tomakin. Can get a nice clean swell. Works in most wind directions. In a NE, water can be almost glassy

in 15 knots; the outside reef removes the chop. Runs are short. Have sailed with a few kiters there, but never a problem. Rig and launch on the Tomakin side, vs. the Mossy Point side. Be careful on an outgoing tide; the current can get a bit savage near the rocks.
