Be careful about how you use contact cement.

It has to be applied to both surfaces and allowed to dry (10 to 20 min if memory serves) before pushing the surfaces together firmly.

To do that under a bubble you'd have to cut the eva and peel it back.

You can even up the resulting joint with sand paper.

Yes, it makes a huge difference! It will melt the boom, and it is not an economic repair. It requires a special glue that no one except the boom manufacturers have.

Please send the boom, with $20 for disposal costs, to me and I will take care of it for you!

(No, no difference, carbon or aluminium, same contact adhesive. Don't use the water based one, and carefully mask the bits you don't want it to stick to, as its a pain to get off.)

Dont go buy a tin of glue just for that. I have some here. Just pop round some time with the boom and do it here. Should only take a few minutes.
