Never windsurfed that area but have done plenty of surfing there (Coffsharbour & Sawtell) - I would imagine any of the surf beaches around Coffs & Sawtell would be ok in the right wind direction. On a recent visit I noticed a few guys sailing off Nambucca Heads beach. Not sure about Urunga though, not as familiar with the area.

Best place in the general location is South West Rocks, Trial Bay. Its a bit of a drive from Urunga.
There is sailing in the rivers but the runs are highly depend on the the tides and wind direction. The sand bars move around so its best to check them out.
Around Coffs you can sail in the harbour but its not that popular a spot. More popular at Park Beach.
Further north around Woopi there is good wavesailing beaches.
Sailing off the beach is possible. A beach a bit north of Valla Beach, Wenonah is good for windsurfing. Lots of beaches there have pretty big shorebreaks when the wind is blowing. So it requires a fair bit of skill to enjoy it. Plus the swell is often breaking on the beach or a little way out on a sandbar so its often more of a case of ocean sailing.
The surf shop on the main street of Nambucca is run by a bloke who windsurfs so he can help you out.

Yep, go see Richard Ellis at the surf shop at Nambucca, he and his brother Lloyd sail and surf around the area and will be able to pint you in the right direction.

Southwest Rocks like they said
Mouth of the Maclay river if you got balls
Valla beach, south of the point northeasterly
Wenonah northeasterly
Southend of Sawtell in southeasterly
Northend of Baombee (just south of Coffs Harbour hrbour) south westerly
In the harbour if you want - northerly not too bad, avoid anything with too much east as the islands shadow it
Park beach north / northeast any bit of it, south of the island will have kiters on it
North end Sandy Beach in northeasterly
Flat Rock (Hearn's Lake) in Northeast to Southeast (either side of the point as appropriate)
Safety beach in northeast to southeast (but you gotta carry your kit a bit of a way)
Arrawarra in northerly / northeasterly (nice for spectating partners, safe and secure and reassuring)
Plus some places in between, not so much as a secret as just plain empty

In a good northerly it may be worth the drive.
