I would be guessing it was made by someone or in a country that is hindu...there is the reason for the cows.
To me, it's on shore...not worth travelling for. Most places don't look crowded in onshore (except maybe the Merimbula bar in the old days of 200 wave sailors hitting it).
...in fact, as it's the NE monsoon and the beaches in Vietnam face basically East, I guess the wind would be ...um... sideshore, or slightly side-on, maybe occasionally side-off?
