What you describe sounds similar to what I found, as I eventually got the cams on, but as it was so frustrating the first time, I can't remember what the magic setting were. I just wanted to go sailing!

I have an 8.5 overdrive of the same vintage which is much easier, and couple of other 3 cams sails, but I was surprised by how close the tolerance is, i.e. if you just followed the rigging instructions there was no way the cams were just going to go on. This is my first reflex sail so I guess the tension and tolerances are just higher.
I am glad its not the mast.
