Just purchased a secondhand Starboard Go for my lad and want to ask what the small holes(look like footstrap screw holes) are on the side of both rails?

What year is the board? The older ones had the option of adding two side fins in place of a centreboard or centre fin which some boards, such as the Kode Tufskin now have. Heres an image from the starboard archive.
