How come, for most boards, the recommended sail sizes decrease as board volume and width decrease, but when you look at the super skinny, low volume F2 Missiles and Fanatic Falcons, etc. the recommended sails are quite large?? (eg 7.0m for a 68 litre 48cm wide board compared to a more typical 6.5m for a 105 litre 61cm wide board)

Because for what they are designed for (downwind speed in lots of wind) you can get away with a bigger sail for a given board and fin size. The bigger sail can help to drag you up onto the plane in moderate winds and is sometimes necessary to be powered up on broad runs.

Slalom and freeride boards have a more conservative max sail size because they are expected to work on tight angles, upwind, and with good accelleration (as well as good speed downwind). Using a bigger than max recommended sail typically hurts these other performance elements.
