Yes as decrep says the cheap enamels stay gooey
I had trouble sanding black paint that had been there for a year. Clogging paper up! Just never dries

No matter what can you use there are two tricks which help
First invert the cans for at least 24 hours prior to using, then all the solids and filler powders don't remain sitting at the bottom of the can trying to get sucked up the siphon tube,(ever tried to stir auto paint in a can with just a stick, all gluggy at the bottom never even unless power mixed)
Next trick boil up some water and after shaking the **** out of the cans stand them in it for at least 10-15 mins topping up with more hot water, first thing it does is soften the thick paint inside the can and the second is increase the pressure resulting in better spraying.
And shake the **** out of them before and during use.
