Well, in this case corruption seems to have been neatly delegated to the aforementioned agency.
Their mission and site reeks of that - maybe it's just an impression and they're dinkum, and the web was composed by a cynical employee.

its just planning approval at the moment and I would think it has not much to do with corruption, more to do with does the expected use of the land fit in with the territory plan. Did anyone actually look at the plans that are up on the site? There is not complete use of the point and therefore other than the rigging area right next to the car park everything else seems to be left alone. I always liked to rig up closer to the launching spot anyway.
If it's all genuine, then there should be details on the web, or they should be responsive and forth with great details.
Else they're trying to make it a
fait accompli, as the f--gs say.

(Having said that, drove by few times in the last many years and not too many sailors there...)
