I'm trying to find someone who can machine cut from a IGS (3d) file. It seems a lot of people can do it from a DXS file (2d) but I need someone who can read and cut in 3d.

You will need to take the IGS file to a CNC shop. I followed this up for a guy here who had a file on IGS. They can be converted to files that work with surfboard shaping machines but there can be bugs.

Your best bet is speak to a CNC shop with a wide enough format Matcam or the like CNC machine. If you were on this side I could point you in the right direction.
