I have tried a few things, putty and plugs.
The best I have found for cost, reuse and actually keeping the water out is blutack. You do loose the ability to hear a little but I can live with that. After a surf just take it out of your ears and stick in your board so you never forget it, great stuff. Will probably never use anything else..

Sorky. Best ear plugs on the market by far. I was booked in for my ears to be bored 3 years ago and was trying everything at that stage, Doc pro plugs, blue tak, every type I could find at the chemist. Blue tak probably the best for keeping water out but couldn't hear jack sh1t. Did a bit of research on forums in the US and crew in the cold water climates kept going on about these Sorky plugs so I bought a set from Trigger Bros's online for about $60 figuring anything would be better than an Ear drill. Never looked back. They are rubber with a stainless steel membrane in them that allows you to hear but no water can get through. You insert them a bit like a standard industrial ear plug but you push them in with a little plastic stick. They let no water in, Comfy as and you can still hear. After I had them for about a month I bought another set as I was always loosing my Doc Pro plugs. Still have both sets 3 years later and have had no ear hassles or operations. All good
