A specific zone was made during the SURF LIFE Saving comps at the end of last season for the duration of the competition due to the sand erosion further south.
I talked with the president on the beach a few months back - he was moaning about Kiting as well - Basically very idealistic volunteer IRB crews going in to rescue people in the wave zone getting into trouble DOOOH[}:)] - better risk management training required IMO.
This is one of the reasons why the taking over of the Council run Life Guard service by SLSQ is a bad idea - another remote organisation with a hand in we control your life pie


- (apart from down graded service - that SLSQ organisation as it stands does not employ many life guards....16 I think the paper said).
The swim outside the flags is being actively promoted by a surf club??? I know when I was involved this was not the case and although likely to be supported by the police they are still citizens - normally every day blokes enjoying the beach not - council law enforcers.
When the wind is blowing 15 + knots (= kite time) it is not much of a swim / beach zone.
I could agree with a seasonal promotion so during defined peak holiday times till say 3:00 pm - but written in cement all year - too many people employed at the council making work..
Anyway, the effective control of the beach zone was defined at Wellington point...
The activity is below the mean high tide = not a council zone to legislate ATMoment.
For that matter U could probably challenge/ignore a dog off the lead fine in the tide zone.. [}:)]
